Can't get Console to Open

I just beat the game and wanted to go back through and play with some of the npc console commands, but I can't get the console to open; ~ doesn't work for me. Any suggestions?

Have you enabled it under Keyboard options?

Yeah, you have to go to options, keyboard, advanced options, enable developer console. It may not be exactly that, but I know it's somewhere along those lines.

I really think Valve should just have it enabled by default, so many people have had this same problem.

It would probably be a good idea, I mean, there's really no point to have it so the player needs to enable it for themselves.
