my bro is 17, but he doesnt have his picture licence, but he has paper licence, but he says they wont take it. my mom wont let me get it. i got noone else that can get it, what do i do? this is killin me

u mean you cant buy it retail because its a 15 and ur bro doesnt have proof?

order it over net: Ask a friend to get their parents to order it over net then u pay them and they pay their parents.

Or ask another family member, or just get ur bro to walk around loads of shops until they accept to sell it
