any guesses as to what happened to city 14?
in point insertion,a guy mentions that breen was his administrator in city 14.
looking up at train departures schedules from city 17,you see cities 11 12,13 15 and 16. no 14.

and how come breen is on equal terms with the combine?
at the end in the citadel he says " having both of you( freeman and eli) in my keeping ensures that i can dictate the terms of any bargain i care to make with the combine.''

Since that guy has just been relocated it's fair to assume nothing has happened to City 14. Breen is on equal terms with the Combine because he has Freeman prisoner - Gordon’s caused a lot of havoc for the Combine on Earth, and he still poses a great threat to their empire.

Breen can manipulate the bargain for Gordon any way he wants...but I think he's underestimating them a little and getting carried away with the moment

The world Breen was about to teleport to doesn't have an environment suitable for humans, and considering the situation, there was no time to make any survival equipment for him. So the only solution was to transfer his mind to an available alien "host body" on arrival.

And we really have no idea how many Combine-controlled cities there are on Earth. Could be anywhere from a few dozen to the hundreds.

But the Combine invaded and now control earth, so I'd imagine that every human was rounded up and thrown into one of these cities. Maybe not every original city was turned into one of these Combine-controlled cities, but there have to be enough to hold the entire population of earth.

Do you know how little remains of earth's population? Between the portal storms, the 7 hour war, combine enslavement and genocide and Stalker-fication, I'd not even guess how many are left. But I'm pretty sure it can't be alot of millions.
