in Point Insertion,you here 2 people talking about City 14 and what Breen did to it
and I found the mod for it
but,whats the story/history of City 14?

I don't know, we never do. One can guess that because he was the cause of Black Mesa Getting nuked, Nova Prospect getting nuked, City 17 getting nuked or blue ray gunned or whatever, and the cause of oh so many nuclear involved problems, that city 14 probably had something nuclear happen to it.

City 14 is nothing special. It's just another Combine city. I think there's about 30, at least, I think one of the timetables in Point Isertion mentions 30...I think.

The timetables in Point Insertion show nothing above 17.

Basically, despite Breen using City 17 as his homebase, by using his Breen-Cast, he can stick his face up on any screen in any Combine City around the world. Chances are they would have had a similar "Welcome to City 14" speech upon arrival and various non-specific propaganda messages broadcast simultaneously to all cities around the world.
Civilians are shepherded* around various cities on a semi-regular basis to avoid resistances cropping up by people getting too complacent. Chances are these guys have just transferred from City 14 and had hoped for less Breen-casts.


*The spelling of that looks wrong but that's what Firefox says it is. Having said that, it's just put a little line underneath the word Firefox itself so I am highly sceptical.

But City 14 is completely irrelevant, I don't think any information would be created entirely to define each existence in the cities. After all, we don't know how many are after 17 * If any * (Not many I would presume, since the 7 hour war obliterated most of the world and drained ##% of the water)

the game seems to take place in Russia,so,Siberia would be the Arctic area

It could be Poland or Czech or anywhere with a past USSR history.
