I dont know if anyone already found this - here it is anyway.

Did Valve do that on purpose or is it just a strange coincidence?
 
7th division... maybe it sounds cool.. for seven hours war too :P
 
Those military personnel who converted willingly maybe wanted to keep their old units insignia or something. Or the seventh division fought bravely against the combine that they gained respect from them or just to remind every human on Earth of the Combine's overwhelming power through rememberance of the 7 hour war.

...or the logo just looked cool, happened to also be a real-life military insignia and Valve used it for kicks. Enough with the stupid theories! Not everything has a meaning!

is there a fairly hi-res image of the combine symbol which is just the prong thing with the circle in the middle? like the elite's but without a skull...and at an angle

Don't forget the elit insignia, which has a human skull! Also, this symbol probably gained combine interest because it appeared as a simple, subtle sign for infantry.
 
The unit designation was a minor fixup that we took the opportunity to do at the same time. Initially, we hoped that the symbols & numbers would be dynamic, and hence different on every soldier & squad to show that they really were a specific member of a specific unit. This feature never ended up getting in, so we changed the number into a more generic symbol that could feasibly be on every soldier. Nice job noticing the change, by the way. Most people don't really pay that close attention!

Make a .gif file. Most of them probably made them themselves.
 
Grr... It's not my computer... but I've noticed that (thanks to Danimal) they are growing quite popular, gifs from starcraft that is.
