I have an idea so check this:
1 Valve said that they will relase SDK& before HL2
2 Week before canceling the first relase date we didn't know nothing about both hacker attack and sdk relase so...
3 all this delay seems to be prepared
I don't think this is wrong for players like who's been waiting waiting for second part since 1999. This may have been a little cheat but..
If i had opotrunity to play undone hl2 now or fully complete few months later. I wouldn't have had any doubts which answer to choose
