dont see decals

i ONCE saw a blood decal with the new patch! i looked at every dead body for ten minutes or somethink and i did not find one more!

and btw...my tab button does not work anymore!

i looked too. i may see one decal every now and then on a body, MAYBE. why dont i get to see blood decals??? is it a command or something?
