I tried a few times during my first run-through but you couldn't.
After finishing the game I started over, gave myself all weapons, and started kicking combine butt(that was kinda fun, breaking up their little shakedown parties on the innocent citizens).
In the first chapter, I killed all of the combine thus preventing them from knocking my lights out (and, sadly, depriving me of meeting Alyx) but then, of course, you are stuck because none of the doors are programmed to open.
So I noclipped down to the street where the two Combine vehicles were and, after whitewashing them with a paint bucket I threw down from the roof, sidled up to the second one, hit "Use" and was giventhe driving controls overlay for turbo and handbrake). The car wouldn't move using the mapped controls, but I thought that it was interesting that the devs had somehow left this car enabled to be "used."
