There is a remote possibility that Emily (ancestor to Helen the Administrator) may had loyalties with Redmond and possibly even a love interest.

This picture can be seen in Mann Manor via Noclip, an although that could be seen as a major, "it's non-cannon duhhh" it would show me why she would want Redmond to get a life extender machine, although she could of just been doing her job. Discuss?

As you said, the picture's inclusion is non-canon, and it was deliberately placed out of sight to avoid such theories being created. Not to mention Mann Manor is a fan-styled map, so Valve had no influence on how the level looks. If she had any kind of romantic relationship with Redmond, why would she make one for Blutarch if he wanted his brother dead?

Maybe she was screwing them both...
