Is it just me or do the rebels use cover a lot better than in HL2 and Epi One?

In fact they used cover even better that right off the bat that dude gets killed. The Rebels still suck at combat.

Well they aint trained soldiers are they, just civilians so I think its realistic how they suck at combat
