There's another Caste grafitti referance. Can't find it though, damn Google. The another refference is about a photographer who made a picture:

An iraqee holds a child. They're positioned very similar to the Caste Grafitti.

I think the photo was dedicated to stop bombing Iraq.

But this one is a better reference.

It's graffiti of a CP holding a baby with the word caste written next to it. It's outside BME I think.

A caste is a system of classes eg upper class, peasants, middle class. I think it means that the Combine think itis a greater caste and think of humans as puny infants.
