Going to be the first weapon I will make, I have XSI and with a little time I may get to model it.

Just 2 things

-How to make the fire come out and last for 30 secounds on surfaces fired upon

-My mod will be in 3rd person, do I show the character as the view model?
 
Why not start by making a mod set in the HL2 universe. Then you don't need to worry about coding new weapons. You can skin the old ones and retain the same sound effects etc.

I was thinking of starting simple

I am currently making a Kill The Leader HL2 gametype with DR Breen as combine leader but who should be the leader of the rebels......GMAN?

How about a game mode called.......KILL GMAN!!

The team that kills GMAN gets a point and he respawns in various hard to access places winning score is 10 or variable

On a serious note I think you are trying to run before you've learned to walk, so to speak. You need to learn the basics before you can create anything worth playing. While modeling a flame thrower is a fine idea, getting it to shoot flame and all the code that goes along with it is probably a bit ambitious at the moment. Instead I would recommend deciding on which discipline(mapping, modeling, texturing, coding, etc.) you'd most like to improve your skills in and stick with it. If it's modeling you want to learn I'd recommend creating some simple props like doors, lights, random garbage. Once you can do this easily without referring to a tutorial it's time to challenge yourself again. It's up to you how you want to progress but be realistic. From this point move on to skinning those props or modeling something more complex like a gun or something. Good luck.
