Follow freeman bug

I had to get rid of some snipers on the top of a building, then the guy comes down and says follow me but he goes nowhere and if I run away from him, he just keeps telling me to c'mon but he just stands still, he moves if he is in the way but he won't go anywhere. Why does this happen? Is this a bug or am I supposed to go back where I came from?

Load a save prior to this. It's a bug that sometimes happends.

Did you take out the snipers? If you did then just reload the last save and go through it again and it is all good.
