Some places in Croatia(and other former Yugoslavian countries along with Ukraine, Russia and others) look similar to C17 too. But Valve probably used the Serbian parliament as a reference while modeling combine nexus building.
Also the cars are similar to that locations (Zastava Koral, Zaporozhets, etc.)
BTW did you notice the creepy pair of eyes in the background of that gas-mas picture. Scary.

On topic, that's a neat find. I knew everything was based off of Eastern Europe but that building looks damn near identical.
