G-Man standing and not reacting in Water Hazard

I think it's a bug - In Water Hazard in the place where you have this house with zombies in it and a crane holding a box with supplies, in front of the house there's G-Man just standing ther. I approach him and he acts as if I wasn't there. I think it's something wrong with the script, he should probably stand there only for a while and then go away, but I restarted the level and he still was there jus standing. Has anyone else encountered this bug? I'll post a screenshot later.

I got past that area a while ago and I saw no gman, maybe I'm just didnt notice him but I'm pretty sure he wasnt there in my game.

I only saw the gman twice thus far, when I was on the skiff driving around; I spotted him out of the corner of my eye walking around a corner. The second time was when I landed the skiff and right before I went into the damn facility; he walked around another corner, I followed and he was gone.

For me he walked away...

There are about 4 occasions u can see him briefly walking off like in Half Life 1

Theres also TV screens with his face on which then turn off.

Just a guess, but G-man might be God, hehe.

He is supposed to be there, he is supposed to walk away when you get close.
