Get THE ABSOLUTE BEST frame-rate with steam videos by...

downloading the RAD Video Tools from www.radgametools.com and starting it up, choose the video you want to run from your steam cache thing or where ever u have the videos and click advanced play, under blitting style instead of choosing Direct Draw to Primary surface (like sum people have suggested), choose DirectDraw UYVY off-screen, i got a solid 29.5 frame rate on docks using this and only got 25-31 frames using direct draw to primary surfaces... just trying to help
