HL3 Chapter ideas chronologically: Refueled: Shortly after Eli's death, Gordon and Alyx find that the chopper is out of fuel and must be refueled. Gordon then must travel to a certain location to get a fuel tank with his jalopy. Below Zero: While traveling to the Borealis' location, Gordon must defend the chopper from Gunships with an RPG. Property of Aperture Science: After arriving near the Borealis, the trio must travel to the Borealis, due to the chopper being damaged during a wind storm. After discovering the Borealis, an Advisor captures Gordon and Alyx and takes them to a nearby Combine outpost. The duo then escape with the aid of Dog. Stranded: Gordon, Dog, and Alyx travel through the ice on foot to reach the Borealis. Displacement: After searching the ship, Gordon and Alyx find information about secret Aperture Science technologies and experiments, as well as a semi-working displacement device that is capable of transporting entire continents to a predetermined location. Escape From the Arctic: After discovering the technology, Alyx finds a way to ally an Advisor and gets it to move the displacement device with its psychic abilities. They eventually manage to transport the device to White Forest. Radioactive Liberation: Kleiner informs Gordon that he must drive a truck loaded with ten hydrogen bombs modified to have higher explosive power, enough to create craters at least 90000 miles long and 1450 miles deep. Kleiner and Magnusson use the displacement device to fire the bombs in ten important locations on the Combine home-world. Most of the remaining Combine forces on Earth turn against the Advisors and the other Combine forces and ally with the humans.


Weapons ideas:
1. An experimental Combine device that can change the terrain.
2. An AK47 or M4.
3. Tau Cannon.
4. A living alien that shoots acid out of its mouth.
5. Lightning arc gun.
6. A flechette cannon that's built into the HEV suit.
7. All of the original Half-Life 2 weapons.
8. An Immolator.

Refueled: I bet there's plenty of fuel in white mountain and plenty of people to fetch it for gordon.
Below Zero: Now gunships have RPG's? or you must use an RPG to defeat the gunships?
Property of Aperture Science: I think the advisors rather kill gordon on sight.
Stranded: that would be quite boring.
Displacement: entire continents? really? i think you'll need to be in the exosphere to use this.
Escape From the Arctic: ally an advisor? i really really doubt it
Radioactive Liberation: Ten hydrogen bombs? on a truck? DUUUUUUDE


regarding the weapons.
an arc lightning could be nice. ak47 and m4 would be silly
 
Refueled: Not enough fuel to fuel the chopper readily, Gordon needs to get his Jalopy stocked with certain fuel from a certain place that's not close to White Forest Base. Below Zero: You have an RPG. Property of Aperture Science: The Combine are testing weapons, makes sense to test them on people, right? Stranded: While fighting aliens, making their way through ice caves, canyons, Combine camps, and a nest of Arctic Antlions. Displacement: It's a sci-fi video game, anythings possible. Escape From the Arctic: A good zap from her EMP tool and, it's probably gonna do whatever you say cause its brain is goo. Lemme put it this way, ten trucks, each with bomb, Gordon must defend the convoy.
 
I doubt it will be just a follow up to the HL2 story. It's a new installment, not just another episode; it's built on a brand new engine, so it will definitely showcase it's features wrapped in gameplay mechanics. Just like HL2-Combine was introduced as an "X years later" result of HL1-disaster, HL3 world is going to be somewhat an "Y years later" iteration on HL2. But no doubt, their direction will be largely dictated by engine "wow" features. For example, if it incorporates some kind of dynamic megatexture / geometry shaders, it's could be a very cool playground for time traveling mechanics - like "100 years in 1 minute" environment timelapse, instant object weathering and so on. More over, time traveling makes very solid ground for puzzles, like "in year 2056 this building is demolished, but in year 2034 it is still there, so let's travel to 2034 and enter the secret vault that is buried under wreckage in 2056", and so on. If engine is built around advanced particles, like physically correct water, HL3 may end up as a distopian story about flooded Ravenholm or something.
 
More weapon ideas:
Some sort of instant time travel device, like if you needed to get past a wall that you couldn't break, you could zoom 1000 years into the future, walk past the decayed wall, and go back to the present.
