They take place in the same storyline but they've only been loosely connected so far. Black Mesa and Aperture Science were competitors for government contracts for advanced research. The most direct connection is that we learn in Episode Two that Judith Mossman found an old Aperture research vessel called the Borealis in the Arctic. It had disappeared during a teleportation mishap and no one knew where the hell it was until now.

As for the chronology Portal 1 takes place some unknown amount of time after Half-Life 1. It's been suggested that GLaDOS took over the facility for the final time and killed everyone during a Bring Your Daughter to Work Day which could have happened on the same day as the Black Mesa Incident (i.e. Half-Life 1). The portal storms and general chaos civilization went in to prevented anyone from going back to the Aperture Labs and finding out what happened there, so GLaDOS had free reign. Portal 2 takes place years after the first one and most probably also years after Half-Life 2 as well. Originally it was supposed to be hundreds of years later but in the end the time difference was made more vague.
