Nononono... the true reason the Combine are dropping 'crab pods onto towns and cities is so the crabs EAT ALL THEIR WATERMELONS and thus FLUSH the stinking REBELS out of their HIDEOUTS due to horrible horrible STARVATION.

I don't think the headcrabs in City-17 were dropped in pods. Ravenholm, fine - you want to take out the entire population after all. But what the Combine don't want to do is introduce such a dangerous element into their population centre (yes they do it near the end of the game but at that point the City's going to hell anyway). Headcrabs and zombies in City-17 most likely just got in through canals, sewers etc.

But thinking about it, somewhere out in the wilderness there must be Gonarch hives. I mean, a species which only has one spawning mechanism - one queen - is a big evolutionary no-no. So there must be more Gonarchs out there, and the Combine probably have a couple captive.

Headcrabs probably do attack other creatures in Xen but we didn't see them in City 17 because if we went to war with another planet we wouldn't send Giraffes and stuff to invade would we?
