Get close to the fan then use the gravity gun to shoot the fan around until the gap in the blades is at the bottom, then you'll be able to crawl through.

For me the fan came on as i got close, it started pushing me back but if you push forward you kinda stay in place. Then the fan gets caught and 'frazzles', the blade destroys and you can get through.

Try as I might, I couldn't get the broken part of the fan to the bottom so I could crawl through. And the GG was absolutely NO HELP AT ALL. So I simply kept reloading that bit until the hole was at the bottom.

You get to the side of it and just blast at the blades with the shock wave rather than try and pull it. It moves around ok.

You may have to blast them for a while, until the hole is in the right position to crawl through, though.
