Hey if I uninstall half-life 2 and counter strike source will i still be able to use

no the cd key is attached to your steam account

Yes as long as you remember your steam account name and password....That CD key will also be attached to that account.
For example: you cannot create new account with that CD key. and will only work with the original account that CD key was activated with.

Yea so you can log onto ANY computer with Steam, with your account, and your games that you bought will still be available to download/play because your CD key is registered to the account...

But I've heard of things like transfering a CD key to a different account, not sure how to do that.
