HL2 bugged?

I just posted in the general Game Help thread that apparently HL2 has some bug in it so that in saved games the AI is disabled and/or people won't move anymore. Is this a known bug (with possibly a solution)?

In case people are wondering: I have a legal copy that I got through Steam.
