HL2 Cinematic Mod

I was wondering about the Cinematic Mod for HL2, I've downloaded it but whenever I try to install it, it just brings up CMD then exits out immediately.

I have Vista ultimate 32 bit

Did you actually download an installer file for it? Or was it a zip/rar file that you're running an exe from? That executable file in there is for Steam, it's not an installer file and it's not for you to run yourself.

Have you ever installed a mod manually before? Read the instructions that come with it.

Cinematic Mod is a graphics mod, so I would have to actually install it wouldn't I? The exe I have is to unpack all the .rars in the InstallerFiles folder.

EDIT: and just to see I added it to steam and it gave an error, so it is an installer file and not a game file for steam to use

Mods do not require "installation". They can have an installer, but all that does is automatically extract and place the files, it dosen't so anything especially clever. Anyway, the correct process to install a MOD without an installer is:

Open your steam directory
Locate the source mod folder
Exract the ZIP file to this folder (If it dosen't create a new folder called "cinematic" or something like that, you extracted it wrong)
Close Steam
Open steam
Check it now shows in your game tab

Do you have the Source SDK Base installed? That's required to run mods and can be found on the tools tab in Steam.

The readme says that setup.exe with extract the files and place them accordingly, and when I run it it immediately exits after going to cmd.

Hmm... Try redownloading? Or maybe try an installer file for something else, see if your windows installer is borked.
