How can I edit the following values

without downloading Source SDK?
NPC health
NPC acuracy with a specific weapon
NPC damage with a specific weapon

And is there a way I can make an attack have a 1/20(example) chance of instant death?
 
If you go to

C:\Program Files\Steam\SteamApps\[yourname]\half-life 2\hl2\cfg

There is a file called skill.cfg, now it might not be there (Actually it probably isn't). You could extract it to get a copy then change the values. It contains attack damages (eg zombie slash) and health for NPCS. It also contains dmg modifiers for npcs or the player so it's easy to change. The only thing I think would be hard is the accuracy, you might be able to change the location damage for the player so if the npc hits you in the leg, arm etc it counts as a headshot :P. As for the instant death you could add a modifier to the leg of 1000 so if an NPC hits you in the leg you die, but the chance would be around 1/5 so I don't think that could be done so easy but you might find a way.
 
There is something wierd about GCF scape for me. It worked before but since I've formated me computer I get an error. This error(acourding to the read me) is because I don't have a certain Windows thing which is about 20mbs. I am 56k so (I know I'm being a bit annoying here) but could someone please host the file for me?

OK, I've a working GCF Scape now. Where do I extract it from?
 
Most likely half-life 2.gcf, since skill.cfg is game-specific.
 
Damn it. I can't bloody well find it. It's gonna be in a realy obvious place then when someone points it out.
 
The thought that Valve might have put it in source engine.gcf had crossed my mind--but no, I tried to assure myself, that would be idiotic...

But skill.cfg is indeed in the engine cache file.

The tech demo of HL2 used an NPC that was pretty identical to the original Barneys. I think they were called Conscripts.

Unarmed citizens have a health of 40 - stunsticks deal 40 damage per hit, which is why when the Combine burst into that building, they kill things in one hit.

So when I gave citizens more health I gave Gordon more time to escape in Point Insertion?
