How do I bring up the console in game?

I tried bringing up the console in HL2 during game by pressing ~. I tried it both while playing and while paused. Is there a config file I need to setup to enable the console?

Thanks. No, I want to enable dX9 hardware support for my fx5900 Ultra. to do this you have to type in to the console -dxllevel 90. now your geforce fx card will support all of it's nifty dx9 features.
