How do you customize game modes? like light rp or sandbox

I want to know how i would make a game mode for Gmod. I would like to modify light rp because it's impossible to really rp on it. If someone made a more totalitarian rp it wouldn't end up in chaos. We need a hard rp with stong admins and uncorrupt police. It seens like all rp's that i have played end in dm. People need a better rp where there is much less chaos and dming.
