How do you enable high quality water?

I have a 9800 pro and the game decied that I should have medium settings..but my framerate is pretty high and I want to enable reflective water (right now mine is ugly and opaque) how might I do this? And also, 9800 pro's don't support HDR?
 
Can't you just go to video options and set water detail from normal to high?
 
um...the only thing in video options is resolution and LOD distance.

The water, I'm pretty sure, does not reflect trees and objects, no matter how high you set the quality. It does reflect buildings I think. Basically, the went overboard with the beautiful scenery and unfortunatly it was impossible for them to render it twice and still keep a decent framerate. I'm pretty sure that there's a console command that will allow full reflection but don't expect your 9800 to handle it.
 
Enable it in the options menu and then for completely reflective water go into your mydocuments folder -> mygames -> oblivion and open the oblivion.ini file and change these setting (under the water section) to:

bUseWaterReflectionsMisc=1
bUseWaterReflectionsStatics=1
bUseWaterReflectionsTrees=1
bUseWaterReflectionsActors=1
bUseWaterReflections=1

Nice, how does that affect the frame rate though?
