how the hell do I play in offline mode?

I meet all the requirements for the offlien mode. in one of the older versions of steam I remember having something like an option to log out and enter offline mode...but it's not there anymore....and if I try to unplug my connection then steam just hangs on startup...

so what to do?

do I need to go online first?
