I found out how to make combine radio sound.

1. You must have Sonic Foundry Batch Converter and GCFScape
2. With GCFScape, open source sounds.gcf and surf to folder: root/hl2/sound/vo/batch converters. There you could find three .bcs files. Extract them anywhere you want.
3. Open Sonic Foundry Batch Converter and select: File->Open Script and pick some of our just extracted .bcs files. Their names explain a bit what they do to the sound.
4. Click Add Media and pick the audio files you want to make "radio-like".
5. From the botton of the window, tune the settings (where to put converted file(s), etc.)
6. Click Convert Files and wait a bit.
7. You're done. Your sound files are now "radio-like". The sad part is, that this wont add the "combine voice" effect to the sound, but this is useful anyway if you're making mods etc.

Extra: If you want to add those cool "radio beeps" to your sound, in gcfScape surf to folder:
root/hl2/sound/npc/combine_soldier/vo/
There is 4 files: on1.waw, on2.waw, off1.waw and off2.waw
Extract them and add them in start and end of your radio voice with your favorite sound editor...
extra2: Metrocop radio beeps could be found in root/hl2/sound/npc/metrocop/vo/
