I'm stuck... well 'Dog' is actually

I just started Anticitizen One. Now when you drop down this shaft and step outside, Dog is supposed to follow me... which he does... sometimes. The first time he got to the rubble and stopped behind a chunk of concrete. The second time I reloaded and he didn't make it out of the shaft area. Looked like he got stuck behind the wall. Now, is Dog actually glicthing on me or am I supposed to do something? I've added two screenshots for some visual aid. One is the area I'm in, and the other is a picture of Dog inert.

I think you are supposed to go into the street. Then he will follow you. (educated guess )

Well I did already, the first time I tried. He followed for a bit until the two enemies came out and started shooting. Killed them both and turned to see that Dog doesn't want to move.
I tried everything with Gordon. Trying to jump over the busted van... over the rubble, etc.

I think you need to go pretty far out before Dog does anything. The music usually hits when Dog starts moving so you'll know.

Just remember, don't kill the 2 soldiers yourself
