You forgot the Tunnels area, the Prison, the Frigate, (Dried up sea is the same as docks I think...) and uhh... what else... hmm, now that I think, the docks area seems to be connected to the cliffside areas, seeing as in the docks lead to a cliffside area. So.. That's about all I have to say.. From off-hand.

They nuked it, which means you can still crawl on the rubble and such, plus I doubt the lower sectors (Sector 3 or whatever Gordon was at) was ever touched by the nuke. Maybe Gordon goes back in time and has sex with a coke bottle.
