Maybe the projection that Breen is talking to is not actual size but magnified many times. And the leeches aka advisors actually control the Combine from the sea. The leeches in the basement in HL1 were actually the Combine's first attempt to invade Earth, gone horribly wrong.

Pssssh noone listens....ALL the evidence points to the fact that GMan is in fact the final evolved form of the Barnacle, and all the various GMan sightings are in fact different evolved GBarnacles...n00b!!

uhh.I got the HL2 strategy guide and it says the citizens call them Carno Leeches.
