Luna Theme for Steam?

There's no general Steam forum that I can see, so perhaps someone can help me here? I am looking for a luna skin for Steam, that is, a skin designed to integrate with the default Windows XP theme. Is there one out there?

I have absolutely no idea. There are however, tools to make your own skin for steam (or so I have heard). Try looking it up in Google.
