Making mods?

gonna post this here since it wont let me post in the mod forum

I was just curious, how is it that mods are in development complete with models and maps, when the source engine isnt even released, nor are any of the mod tools (correct me if I am wrong)

Is it just general software that they use that they have confirmed will be compatible with source, or did they get special priveledge to work with the HL2 mod tools?
 
You cant do anything, All u can do is make and skin models that are going to appear in the game. Things like Characters and weapons. Also obviously the story, random ideas you want.
No Code
No maps
No animation
No special effects

Technically you can start your maps as well. Valve has stated that HL1 BSP data will easily import into the latest version of Hammer. So some teams have started to create base structures within the current version of Hammer.

Other than that, models, skins, and audio are about the only things you can create before the mod tools are released. To create those materials though you need to be using some specific software. Most textures are created in Photoshop, models in either 3d Studio Max, Maya, XSI, or Lightwave, and audio can be recorded through a number of software mixers/recorders.
 
You can do quite a bit without the software VALVe will evetually release.

to list some things we're currently doing;

Concept
Modeling (weapons, players, map prefabs etc.)
Texturing (models and map textures)
Sounds
Rough mapping
