Metamod: Source CS: S Installation

I am currently trying to install a mod which requires Metamod: Source.
I have followed the instructions about making the folders in the right places--created the "Metaplugins.ini", and finaly entered the new lines into the "gameinfo.txt" Document.
then, it tells me to test it--go into CS-S, and type "meta" in the console.
I have tried this--and it keeps giving me the "unkown command" bit after.
Then, when I exit--the "gameinfo" file has reset itself to its original stats. Any suggestions, anyone?

Are you trying to run a listen server? You know, starting a server yourself from the menu?
