Like simmonis said the free xsi mod tool contains all the functionalisties source can handle. You can also try Maya PLE, great tool to, altough I do not know if you can export with it.

Blender is a really really really good free modeling program. I dont use it, so im not sure how you convert it into a file hl2 can use, but im sure its possible, and probably fairly easy.
