Need help at dam after bomber chopper

I've destroyed the bomber chopper (the one that goes nuts and spews hundreds of mines) but i cant seem to work out how to get onto the dam or past the gate ????

I'm sure i'm missing something obvious here

Go to the main gate and climb up the ladder, there's a wheel to raise the gate. It had me stuck for a while. It wasn't obvious.

or if you get super despret you can alwese use noclip!
nobody will know!
(unless there phycik or have a back door on your comp)
