need help in boat at stuck gate- broken crank

i have gone up the stairs and through all the passages and am finally at the crank to open the gate- and the crank is broken. i tried stacking things to get over the gate, i whacked and shot the broken crank many times... any help?

There's a giant steel girder roped up nearby... to your right as you look at the crank. I can't remember exactly how I got it to start swinging.... exploding barrel I think.
