If you look around, you'll see a path leading around the edge of the chamber you're in, as well as several large metal columns that are moving up and down, and swirling around the tube Breen is in. You have to use the path, and the columns to get to the top of the chamber.
At the top of the chamber, you'll see several large metal shields moving around a white light. Using the grav gun, fire the energy balls provided at the shields until all of them are gone, then shoot a ball into the white light.
