No HL2 through Steam Before Retail?

Sorry bland topic i know, but i'm curious to know where this piece of information came from, ive been looking through most of official interviews etc.. and i havent actually seen this mentioned anywhere. Has it actually been said? or is it just a guess?

If it has been officially stated that HL2 cannot release on steam before it hits retail can someone please link to it?

There's a simultaneous worldwide release - meaning it will be in shops and on Steam at the same times (maybe minus a couple of days for shipping).

What I'm thinking is that there's a chance that if you mail order the game you might get it before the release date. However, since you have to activate the copy on-line you'd be in pretty much the same position as those that have preloaded.
