I'm a Steam translator for Bulgaria and I've been translating Half-Life 2 the last month, almost everything is done except this damned Combine sentence. What does UPI stand for here?! The whole team searched it in Google but none of the found meanings make sense.

I want to say 'Unknown/Unidentified Person of Interest' but that is not a real military term so Valve probably made something up for the Combine.

Well, Unidentified Person of Interest makes some sense.
