Is there no OSP like mod for HL2?

I want a mod that allowes votes, kickvotes, mapvotes, gametypevotes. Also i want CTF and a little tweaking of the weapons. For example the rockeks are way to strong. Also more stamina or the remove of the stamina bar would be good and make the gameplay fast. If you dont like such ideas, it would be possible to keep the original settings and make everything optional via cvars.
My c++ skills are not that good atm to do such a mod by myself but maybe someone else wants to do it or has already done such a mod. If not i`ll continue with c++ and maybe do it by myself in some month
