Portal sdk

This might be an obviously answered question, because I am oblivious to the modding scene, but are they going to allow us to make Portal maps in the future? It seems like at one point while playing Portal I saw an 'import maps' button. Is this true?

There's ways around it at the moment, but an SDK is supposedly coming before the end of the month.
