HDR is a DX9 graphics effect possible with any dx9 card, its full name is High Dynamic Range lighting.. it allows for realistic glare and relflection type effects as if being witnessed by the human eye.. not many games have made use of it, but if you whatch the dx9 effects video released by valve you can catch a glimpse

if you have a dx9 card and Halo, look at the sun through the trees, you will see the effect.

ToCA Race Driver 2 has HDR then. The tarmac 'glistens' beautifully and really makes the game feel more believable.
