Problems with SDK

Im have this problem where i carnt select the required game to create maps for . Eg. Half-Life 2, CS: Source.. When i try and select a game in the dropdown box it will freeze for a second and select the default game "Half-Life2".
Is there a way to run Hammer without needing steam and SDK to be running.
I know its possible so i want to know how.. I need Hammer to be configured to use Counter-Strike: Source

Did you fill out the configuration options correctly? the box which opens up the first time you open SDK, sounds like what it is. Only problem is I'm not sure how to get it open again if you close it.

Done that so many times. But i think i found out what the problem i just carnt fix it.. There is an executable called vconfig.exe located in $sourcesdk\bin this is what controls what game settings to load for hammer (basically its the dropdown box function). It dosnt seem to work with Vista. Ive tried compatibility mode and still wont work. It worked two weeks ago then steam was updated again. After that it never worked

my guess is to reinstall sdk and reset configuration thats what worked for me when i had this problem.
