awww man! lol no fare. i was gona help someone make a mod but i dont see point if i aint got HL2 (im a 3d modeler)

I'm not sure of the ins and outs of mods, but you do need the full game along with steam (in most cases I believe) to run them.

there was a standalone sdk on the valve website a while ago but if you are really a modder you should buy the game
