I think you have it. From what I have gathered from other posts and playing the game a second time the Vortigaunts seem to be very greatful for Gordon's freeing them. I kept "questioning" a Vortigaunt in the part of the game where you first get the rocket launcher with the British guy. He keeps say something to the effect that "we are please the Freeman is here" and thank you for saving us so on and so forth. They seem to like Eli Vance to and are grateful for him.

Exactly - the Nihilanth had them enslaved and was using them against Earth as its army. You are now their savior and they have devoted themselves to fight for the humans because of Gordon.
City-17 is supposed to be somewhere in lower England (dont know how I know that?). The citizens know because you are probably the first person who has fought against the government as they attacked the scientists in Black Mesa. I'm also guessing that some of this 1984 style dictatorship was emerging while Gordon was working in Black Mesa, but the scientists didn't know about it because they were living underground and couldn't be released because they knew too much.
The Vortiguants also would have spread the word of the liberation Gordon did to them. I'm sure an epic story would have developed over the 10 years Gordon was asleep and he had become a legend by the time he returned.

I dont think it was in London. I remember alot of speculation that it was in an Eastern European city. I do recall seeing some Russian words. Or at least alot of words that were not English. Someone posted somewhere that some of the words on some of the gas pumps were Swedish or Finish....or both. :-D
