I'm at the second encounter of that guy (father something). He says "You have already met my congregation" and there is no where to go.

Use the second car as an elevator. Make it go down, quick jump on the car, and when it gets up again: walk on the planks.

the planks either lead you to a window or you have to jump across to the ledge of the next building.....if I'm not mistaken

The planks lead to a window Jump in, turn left and walk in the hallway, another piece of the map will be loaded.
