im at the part where there is a person bar be qued on a fence thats electrified, i dont know how to turn it off, what do i do?

Go around to the big bonfire in front of the house where you first entered. On the left side of that there's a gas tank. Turn off the gas and the fire will go out, then go inside the building. On a 2nd story there's a plug you can pull or something that'll turn off the electricity for you.
