Reinstalling after HDD format password prob

I am trying to reintall after HDD format (it is about 9 months after uninstalling HL2).

The password I am sure is correct but it says not.
Does my account run out after a given amount of time ?

I have also changed location and do not have details of last email address.

Accounts don't expire.

If you have forgotten the password, the best thing to-do is raise a support ticked with valve.

If you're password is correct, make sure your login/email is, too!
Other than that, do what Ben said.

I have the cd key and user name but cannot
get the relevant info back because of lost email info.

I have contacted steam but there has been no reply.

You need to wait a couple of days for the support ticket, you just gotta label it properly and they will get to it.
